Some merchandise requires a CITES certificate at the time of importation. CITES stands for Convention for International Trade in Endangered Species. Items subject to CITES require a CITES certificate be issued at the time of export from the exporting country. Ignorance on the part of the importer is no excuse when it comes to this regulation. Many shipments that come through couriers such as FEDEX and UPS are cleared and delivered with the correct filings with Fish and Wildlife. If you are shipping via these carriers and are receiving freight that may be subject to Fish and Wildlife, you are better off taking an active part in the entry of the goods. Sooner or later your freight will be held up and you will pay the price for your ignorance.
